Latest Statement from the HSE: First aid training during coronavirus restrictions in place on 15th January 2021
|
First aid training in England
|
The policy position of the Health and Safety Executive (HSE) is that first aid training required to comply with health and safety or other legislation can continue to take place under relevant coronavirus restrictions in England. All possible measures must be taken to ensure that both training activities and environment are covid secure.
|
Under current restrictions, some premises are closed to the public or are prohibited from carrying out their normal business. These premises can be considered for use as training venues, providing the conditions outlined above are adhered to.
|
All businesses and individuals should adhere to current regulations and follow relevant Government guidance.
|
HSE’s current guidance on first aid certificate extensions covers all of GB and remains unaltered. |
Dear Customer
We contacted HSE (Health & Safety Executive) on Monday 21st December to request clarification following the announcements regarding Covid-19 at the weekend. We have now received a cleared statement from them regarding Covid-19 precautions and lift truck training.
Cleared statement from HSE 22nd December 2020
Employers are required to ensure that their workers are trained and competent to operate any industrial lift truck equipment they use. Initial or refresher training may be required for new starters, for existing staff using new types of equipment, or as a refresher for existing workers. Lift-truck operators, even those who are trained and experienced, need to be routinely monitored in the workplace and, where necessary, retested or given refresher training to make sure they continue to operate lift trucks safely. There is no specific time period in law after which refresher training or a formal assessment is required. However, employers may decide that automatic refresher training or a retest after a set period (for example 3 years) is the best way to make sure staff remain competent.
To reduce the risk of Covid-19 transmission, employers and training providers should apply the hierarchy of control to manage the risks of training and consider:
Face coverings are not PPE and should not be used as a substitute for suitable risk control measures.
Dutyholders in areas in Tier 4 should consult the guidance at Tier 4: Stay at Home. Workers engaged in necessary training activities may travel:
It remains the employer’s responsibility to not allow anyone to operate lift trucks on any premises without authorisation or sufficient training. Authorisation should only be given where employees have completed suitable training in line with the guidance and have achieved an appropriate level of operating ability.

Lift trucks present significant workplace risk and can only be operated by people who have had appropriate training. As the transport and logistics industry enters peak season, during a time with more online demand expected than ever before, it is essential that COVID-secure lift truck training continues.
Both AITT and RTITB are keen to stress the importance of continuing to provide keyworkers with adequate forklift operator training following the announcement of a second national
lockdown starting on 5th November 2020.
“Lift truck training is a critical service for keyworkers in the supply chain. It is educational, and practical training cannot be done from home. Therefore, it must continue so that keyworkers are able to work safely and in compliance with the law,’’ explains Adam Smith, Managing Director of AITT.
